Flagging can be a beautiful thing, if you know what you’re looking at. This is why reading a dog is so important. He’s talking to you if you’ll just listen.

Stalking is the strategy of all “ambush” predators (as opposed to the strategy of the “pursuit” predators). The point is actually a pause before the pounce. In this instance, the dog is setting up for his “flush/stop” cue. I can’t expect him to pounce until he knows where the target is. In this case, the wind had changed after he found scent.
